Why isn't there any punishment for locker theft?

Everybody is free to decide for themselves who they trust and also who they entrust their money with. Equally everybody is free to try to get the money of someone else. Everyone has to make his own moral decision, how to act in that respect.

A lot of players find their own solutions to protect their money (e. g. by not taking a place in the classroom, by being alone in a gang or by finding one trustworthy player who is alone in his gang (often called "bank") who keeps their money for them), others take the risk with the gang but pressure a player who steals from them into giving back their money.

If locker theft would be forbidden, players would become careless handling their money and the administrative effort to find locker thieves, to punish them and to recover the money would be huge. Some actions would even be irreversible.
